Is Effective Financial Regulation based on Written Accounting Standards Possible in a World of Financial Engineering? Professor Shyam Sunder, James L Frank Professor of Accounting, Economics and Finance, Yale School of Management; and Professor of Economics, Yale University Date: Friday, 18 January 2013 Time: 3.00 - 5.00 pm Venue: Ngee Ann Kongsi Auditorium Singapore Management University School of Accountancy, L2 60 Stamford Road Singapore 178900 Synopsis: Interaction between written standards of financial reporting on one hand, the financial engineering on the other, makes it difficult if not impossible to enforce prudential regulation in financial sector. Accounting standard setters, constrained by governments, business and profession take years to write rules. Their labor of love is easily rendered pointless by design of new instruments, transactions and organizations by financial engineers and lawyers. No amount of wisdom and hard work by standard setters, whether located in Basle, Norwalk, or London, can overcome their disadvantage. Is there a way out?
